US Navy Warrant Officer Delbert Newhouse filmed 12 bright, disc-shaped objects maneuvering over Tremonton with a 16mm camera. The Navy Photo Interpretation Laboratory analyzed the footage for 1,000+ hours, concluding the objects were "self-luminous" and not birds, aircraft, or balloons. The Air Force disagreed, claiming seagulls. Robertson Panel reviewed the film; panel member Thornton Page considered it significant.
